In February 2025, the outgoing Najib Mikati cabinet issued 124 legislative texts, clearing a backlog of pending decisions before the formation of the new government. Over one-third of these texts licensed sports centers, private schools, universities, and other institutions, authorized travel for public servants, and granted university accreditations. The regulatory texts constituted 10% of the total, primarily addressing agricultural trade, agricultural product registration, and environmental planning.
