In July 2024, the Lebanese state issued 144 legislative texts, yet none of the crucial reforms were addressed. Alongside the usual focus on licenses, financial transfers, and contributions, there was an emphasis on appointing and delegating authorities to mokhtars, assigning vacant municipal authorities to local officials due to the dissolution of municipalities, and authorizing foreign citizenships to Lebanese citizens.
