What did the Lebanese State Do in May 2024?

In May 2024, the Lebanese state issued 128 legislative texts, yet none addressed the critical reforms the country urgently needs. Instead, the focus was on accepting contributions from donors to maintain public services, approving business licenses, extending tax deadlines, adopting vocational school curricula, and processing financial transfers. This highlights the state's decaying capacity, collapsing public financial management, and failure to tackle structural issues, even as the war rages in southern Lebanon.
