What Did the Lebanese State Do in April 2024?

In April 2024, the Lebanese State issued 101 legislative texts, yet none introduced the much-needed reforms. Instead, most of these texts focused on accepting donations to maintain basic public services, issuing licenses to individuals and businesses, providing tax deferrals, and fulfilling financial transfers, all symptomatic of the State's collapsing fiscal management capacity. Additionally, 17 of these texts were published at the discretion of decision-makers after the legal window of 15 days.
